Reply to the Attention Motion under Rule 351 moved by Hon’ble MLA Shri Muniratna
Question:
In two slum areas falling within the limits of the Rajarajeshwari Nagar Assembly Constituency of Bengaluru city, approval was accorded by the Government in the year 2020 to the Karnataka Slum Development Board for the construction of a total of 588 houses under the PMAY–HFA Phase-3 scheme. Accordingly, under the Phase-3 HUDCO scheme, houses in the Tyaginagar area of Laggere 5th Stage (Lakshmi Devinagar), Survey Nos. 11 and 12, were to be constructed, and thereafter all the dilapidated houses were demolished. The Board had informed the residents that new houses would be constructed for them and had collected an advance amount of ₹10,000 from each beneficiary.
However, till date, the Board has neither constructed houses for any of the residents nor allotted houses elsewhere. As a result, poor families in the area are left without shelter and are forced to live on the streets. I wish to raise this matter under Rule 351 to urge that the Karnataka Slum Development Board immediately provide habitable houses to all these residents.

Under the Pradhan Mantri Awas Yojana, during the year 2017–18, approval was accorded for the construction of 588 G+3 houses in two slum areas of the Rajarajeshwari Nagar Assembly Constituency of Bengaluru city. Accordingly, work orders were issued on 31.05.2018 to M/s Maverick, Inna, for construction of houses under the Fast Track Technology model at an estimated cost of ₹31.00 crore.
As per the project report, out of the 588 houses, 488 (G+3) houses were to be constructed in the Laggere area. For this purpose, 602 dilapidated G+2 houses earlier constructed by the Board under the HUDCO scheme in Laggere 5th and 6th Stages (Lakshmi Devinagar), Tyaginagar area in Survey Nos. 11 and 12, were demolished after obtaining Government approval, and 488 G+3 houses were proposed to be constructed at the same site. The remaining 100 (G+3) houses were proposed to be constructed in the Devaraj Urs slum area.
Accordingly, since only 488 houses could be accommodated on the site where 602 HUDCO houses were demolished, space was not available for the remaining 114 houses. Therefore, as per the directions of the then Hon’ble local MLA and the then Hon’ble Minister for Horticulture, Planning, Programme Coordination and Statistics, the project approved in 2018–19 for construction of 1,000 (G+4) houses in various slum areas of the same Rajarajeshwari Nagar Assembly Constituency was directed to be implemented in the Laggere Lakshmi Devinagar area, Survey Nos. 11 and 12, in place of the earlier proposal of 488 (G+3) houses. Accordingly, on 12.06.2022, the then Hon’ble Chief Minister laid the foundation stone for construction of houses for the same beneficiaries.
Work orders for construction of these 1,000 houses were issued on 21.09.2021 to Shri T. N. Paramesh, M/s Chaitra Ventures LLP, at a cost of ₹64.26 crore. Temporary sheds were constructed by the Board at a cost of ₹50.00 lakh for the beneficiaries of 186 demolished HUDCO houses.
Subsequently, in the Tyaginagar area of Laggere 5th and 6th Stages (Lakshmi Devinagar), Survey Nos. 11 and 12, the contractor commenced construction of 1,000 (G+4) houses. Out of these, work on 625 houses has been started, of which foundation work has been completed for 94 houses, plinth level for 390 houses, lintel level for 48 houses, and roofing for 93 houses. The remaining 375 houses were reduced as per Government Order No. WI 148 HFA 2023 dated 30.12.2023. Thereafter, as per Government Order dated 17.04.2025, approval has been given to recommence construction of the reduced houses.
Further, out of the originally approved 588 (G+3) houses, construction of the 100 houses sanctioned for the Devaraj Urs Colony area could not be commenced due to a pending writ petition (No. 55797/2017) relating to land ownership in that area. As the land ownership issue has not been resolved, work could not be started there. Therefore, construction of the full complement of 588 (G+3) houses under the technology model is being taken up in the Giddenahalli area of Yelahanka Assembly Constituency in Bengaluru city.
For the construction of 1,000 (G+4) houses in the Tyaginagar area of Laggere 5th and 6th Stages (Lakshmi Devinagar), Survey Nos. 11 and 12, an amount of ₹10,000 each has been collected from 450 beneficiaries, totaling ₹45.00 lakh. So far, the contractor has achieved physical progress worth ₹7.05 crore, out of which ₹4.47 crore has been paid to the contractor.
As per Government Order No. WI 148 HFA 2023 dated 30.12.2023, it has been ordered that, apart from Central and State Government grants, ₹1.00 lakh shall be collected from each beneficiary and the remaining beneficiary contribution shall be borne by the State Government. Accordingly, for the 625 houses that have been commenced, beneficiary contributions amounting to ₹6.25 crore are required to be collected.
Regarding delays in execution, the Board has held Project Management Committee meetings with the contractor, and several notices have been issued as per tender conditions by the division/sub-division and the central office. At present, the process of collecting beneficiary contributions is under way. The Central Government has fixed December 2025 as the deadline for completion of the Pradhan Mantri Awas Yojana. In line with this, steps are being taken to collect ₹1.00 lakh from beneficiaries and to release Central and State Government subsidies as well as the beneficiary share to be borne by the State Government, so as to complete the houses accordingly.
