Key Legislative and Institutional Milestones
Proposal for a Political Training Institute
Speaker Khader has proposed the establishment of a Political Training Institute offering a one-year program combining theory and practical learning for graduates. The objective is to professionally train youth in politics, public policy, and administration.
Strengthening Democratic Institutions
As Co-Chairperson of the Commonwealth Parliamentary Association (CPA) – Karnataka Branch, Shri Khader has promoted parliamentary exchanges and collaborative programs to reinforce democratic values.
In June 2025, he led a delegation to Malaysia to discuss legislative cooperation and knowledge exchange.
Hosting the CPA Conference

Enhanced Security and Technology
In August 2025, Speaker Khader announced the implementation of an AI-based security system and smart door locks within the Vidhana Soudha complex, ensuring a safer and more efficient legislative environment.

Plans are underway to establish a Legislators’ Club featuring sports and library facilities, along with a Legislative Institution for conferences and events. A dedicated lounge for women legislators is also being developed.

Bringing the Legislature Closer to the Public
First-Ever Book and Cultural Fair
Under Khader’s initiative, the Karnataka Legislature hosted its first Book and Cultural Fair at the Vidhana Soudha from February 27 to March 3, 2025.
The event encouraged reading habits among children and youth and was such a success that the Chief Minister announced it would become an annual event.
Permanent Illumination of Vidhana Soudha
In February 2025, a permanent LED-based lighting system was installed at Vidhana Soudha, replacing temporary decorative lights. The energy-efficient illumination, inaugurated in April 2025, has enhanced the visual grandeur of the iconic building.

Public Engagement and Transparency
Following the book fair’s success, Speaker Khader launched the “Vidhana Soudha Guided Tour” to bring the democratic process closer to the people.
From June 1, 2025, the Vidhana Soudha has been open to the public every Sunday and on the second and fourth Saturdays of each month.
Visitors can take 90-minute guided tours in Kannada and English through the Assembly and Council chambers.

In June 2023, a three-day special orientation camp was organized for 70 newly elected MLAs, focusing on legislative procedures, budget discussions, and session management.

Recognizing that the National e-Vidhan Application (NeVA) did not fully meet Karnataka’s requirements, Speaker Khader has proposed the development of a state-specific digital platform to manage legislative operations.
He has also suggested introducing a nominal entry fee for public tours of the Vidhana Soudha as a means of generating revenue, with details to be finalized soon.
